The first managed tier above the Rim lives by reclaiming materials, treating overflow, and making access last another day.

The Lamps wake by tone

Loudspeakers mark washing windows, shifts, ration openings, school movement, and closures. Repeated concrete bays, steel doors, fixed conduit, queue rails, and shared wash areas make the Blighted City countable. In housing known as the Lamps, stair cores can remain lit after the rooms lose power.

Residents recognize footsteps, coughs, kettle whistles, and neighboring work schedules through the walls. Hallway markings track inspection rumors and changed doors. A leak can be recorded as neglect; an unauthorized repair can become evidence. People trade tools quietly and help disguise each other's patches.

Second handling

Damaged machines, rejected food, old filters, spoiled packaging, disputed records, and medical equipment arrive for another judgment. Reclaimers sort material by contamination, hidden stress, safe use, and the history still attached to it. An object may be useful scrap, personal property, or evidence that should not be dismantled.

Processing heat supports laundries, kitchens, fungal culture, and compact homes, unevenly. A hot, dangerous workroom can share a wall with cold bedding. Recovery goods may return to formal markets under new labels, leaving the labor that restored them out of the price.

Schools provide dry space, meals, care, and continuity as well as lessons. Children make puppet officials, invent shops, and compete over useless beautiful finds. Pride rests in seeing the good part without pretending the original rejection never hurt.

Windows and covered walks

Sump Gate links the Rim to Tier 1. Stampwell narrows work, care, and travel into correction windows. Greywalks connect housing, clinics, food, and assignment boards under handled rain. Residents call recurring correction loops Window Hell; Secondary Row separates a problem from the people who watched it begin.

Line holders, paper-sleeve sellers, correction runners, and quiet witnesses work beside the official system. A stranger may shield a document or wake someone before their number is called. The same queue can silence panic for fear of losing its ration window.

Damp paper feeds mold and mites; ration waste feeds insects, rodents, and birds. Cleaners and children notice changes near the low vents first. Reporting them may secure a repair or close an entire block.
