Who receives what
Power shows in a dry room, an accepted wound, a reopened route, a child's recorded place, and a name kept in an account. Tier administrations manage housing, labor, movement, utilities, and accepted forms of need. Maintenance crews hold practical knowledge offices cannot replace. A clinic may recognize someone housing has classified as absent.
Pinnacle Authority directs policy and stability. Ascending Guardians control gate movement. Civil Compliance turns appeals and permissions into long waits. Stability Centers handle detention and processing. Institutions overlap and disagree rather than forming one infallible mind. Access, time, dryness, body fit, witnesses, and procedural fluency can pull a person's standing in different directions.
Uniforms, different work
Sweepers conduct forced movement, removal, escort, quarantine, retrieval, and cleanup. Their calm competence can save lives during an evacuation and make coercion efficient. Following the Outer Rim Uprising, they do not maintain permanent Sweeper government there. Patrols, raids, retrievals, surveillance, escorts, and temporary perimeters still occur.
Chasers confront cosmic fauna and impossible route hazards the city prefers to minimize. Route discipline, partner attention, field medicine, restraint, and knowing when not to pursue matter more than the heroic poster. Former Chasers leave with skills, injuries, contradictions, and uneven prospects.
The Eyes contain shared accounts through human systems. They are not Lensface Crows or the source of the weather. An office can make a witness hard to hear without possessing any power over the storm.
Authority without a seal
A water keeper can stop contamination, a pilot can refuse a crossing, a cook can quiet a shared room, and a repairer can decline unsafe work. Markets regulate cover and waste. Passage networks depend on distributed maintenance. Temporary assemblies form around urgent local problems. Reputation can protect a newcomer or exclude them.
The Blessed combine belief with kitchens, shelter, care, repair, burial, and people who join for different reasons. Real help does not make its terms harmless: departure can become costly in food, safety, witness, and belonging. A uniform also goes home. Private affection explains the person wearing it without erasing responsibility for what their work does to others.
