Whose rule reaches the room
Official code regulates ownership, housing, work, movement, and accepted risk. Maintenance authority can halt a dangerous operation. District custom, market rules, family obligation, faith, and supernatural contract jurisdiction can apply beside it without agreeing.
Most disputes concern ordinary survival: failed repairs, borrowed tools, unsafe goods, noise during sleep, shared heat, a child sent on dangerous work, a blocked route, or someone refusing to repeat an account. Reporting can risk retaliation, housing, classification, or an undocumented relative. Avoiding a process does not establish that the harm was imaginary.
How a claim becomes believable
People bring claims through conversation, returned objects, witnesses, a market caller, an elder, a temporary assembly, a clinic note, or a public refusal. Evidence may be a broken fastener, water residue, a work history, a receipt, an animal's withdrawal, or what somebody carried and cleaned afterward.
Zeno follows workmanship, repair history, and exact exchange. Barge values honest load, rescue, public standing, and witnessed result. Albino asks after process and upstream cause. Nocturn negotiates source protection and whether concealment still serves the person concealed. The Split translates between these standards.
A witness risks access and relationships as well as offering words. Reputation can make truth credible and a protected liar hard to challenge. Children, strangers, debtors, Marked residents, and people whose memories are fragmented may be asked for support others never need.
What would repair the harm?
Outcomes can include apology, replacement, care, food, heat, returned access, reduced debt, corrected records, changed work, separation, or exclusion. Restitution helps when the harmed person receives something useful and the obligation can finish. It becomes predatory when its measure keeps moving or repayment recreates the original danger.
Punishing a worker can leave an uninvolved household without food. Closing a stall can remove care and information as well as its owner. A fair decision therefore has a morning after: who repairs, who recovers, who carries the cost, and what prevents repetition? A crowd can preserve witness or enforce cruelty. Local justice is not automatically kinder than an office simply because it has no seal.
